Mr. Heywood Shirer is the focal point for the Federal Radionavigation Plan, a document jointly published by the Departments of Transportation and Defense. He is also the focal point for Memorandums of Agreement between the DOT and DoD on the use of federal radionavigation systems, including GPS, and chairs the DOT Positioning/Navigation (POS/NAV) Working Group. Additionally, he has been designated as the DOT CoChair of the IGEB Executive Secretariat and works with the designated DoD CoChair.
