The World Radio Conference of 1997 (WRC 97 -- pronounced "WARC") will be held in Geneva, Switzerland, from October 27 - November 21, 1997. The discussions at the WRCs determine the direction the International Telecommunications Union (ITU) follows for setting the international spectrum allocations table. The United States official position regarding the Mobile Satellite Services (MSS) proposal to reallocate the lower end from 1559-1567 MHz currently allocated for Aeronautical Radionavigation Service (ARNS) and Radionavigation Satellite Services (RNSS) such as GPS. The official U.S. position opposes this reallocation proposal. This is based upon factors such as studies which show that the proposed system will interfere with GPS L1 and precludes further expansion of ARNS/RNSS services into the lower portion of that band. Additionally, since the MSS proposal is thought to be of too low power to be useful in a practical sense, it is beleived that the MSS communtiy will first attain the reallocation and then come back to ask that it be amended to allow for higher power levels.
