Michael Shaw is the Director, Navigation and Spectrum Policy Office in the Office of the Assistant Secretary for Transportation Policy at the U.S. Department of Transportation. He oversees implementing the policy and planning of the Transportation Department regarding radionavigation systems and spectrum. This includes implementing the Presidential Decision Directive on the Global Positioning System (GPS), working with the Interagency GPS Executive Board (IGEB), and participating in international negotiations involving GPS and its augmentations including the Wide Area Augmentation System (WAAS), Local Area Augmentation System (LAAS), and the Nationwide Differential GPS (NDGPS) Network. Mr. Shaw acts as the civil co-chair of the IGEB Senior Steering Group.

Previously, Mr. Shaw was career navigation in the US Air Force. He was the Director of Operations, and later, the Commander of the 2d Satellite Operations Squadron, which is responsible for the command, and control of the GPS satellite constellation. He was also assigned to the Office of the Assistant Secretary of the Air Force for Space where he developed and coordinated Air Force space policy, planning, and strategy for various space systems to include GPS.

Following retirement from the Air Force, he served as the Project Lead for GPS Implementation in the Federal Aviation Administration (FAA) where he planned and directed satellite navigation policy within the FAA. Following that, Mr. Shaw was the Assistant for GPS, Positioning, and Navigation in the Office of the Assistant Secretary of Defense for Command, Control, Communication, and Intelligence (C3I) where he developed and coordinated policy, planning, and strategy for GPS in the Department of Defense.
