James R. Dann was named an Associate Director of the Office of Aviation Analysis in June, 2008.  In that capacity he assists the Director in all areas of Office operations, particularly on aviation regulatory programs, including the initial and continuing fitness of commercial airlines to serve the public, subsidy and grant programs for air service to small communities, access to slot-controlled airports, and the setting of mail rates within Alaska and in international markets.  He also is responsible for programs providing compensation to air carriers and general aviation entities that incurred losses due to the terrorist attacks on September 11, 2001, and provides support on airline strike and bankruptcy issues, national and homeland security matters, airline mergers and acquisitions, domestic and international code-share alliances and other joint venture agreements, and immunized international alliances between U.S. and foreign carriers.

 

Prior to assuming his present duties, Dann served as Deputy Assistant General Counsel for General Law and Acting Assistant General Counsel for Operations at the Department of Transportation, and before that as Counsel to DOT’s Inspector General.  Earlier, he served DOT as a Regional Counsel and Attorney-Adviser for the Federal Highway Administration.

 

Jim holds a Bachelor of Science degree in Foreign Service from Georgetown University, and a J.D. from the National Law Center at George Washington University, both with honors.
