| DAVID B. HORNER David B. Horner is a Deputy Assistant Secretary for Transportation Policy with the U.S. Department of Transportation. Named to the position in June 2007, David is involved in all aspects of the U.S. Secretary of Transportation’s initiative to promote public-private partnerships (or “PPPs”) and private investment in the Nation’s surface transportation network. David also heads the Secretary’s “Urban Partnership Team,” a working group of 35 senior Department executives organized by the Office of the Secretary to promote road pricing in major metropolitan areas. In that capacity, David negotiated the allocation of approximately $850 million in Federal grants to five U.S. cities to fund a series of large-scale congestion pricing demonstrations, and now leads the Department’s implementation of those projects. Prior to becoming Deputy Assistant Secretary, David served as Chief Counsel of the Federal Transit Administration (“FTA”), the agency within the Department responsible for distributing approximately $9 billion annually in Federal assistance to transit agencies in the United States. As Chief Counsel, David was responsible for all aspects of FTA's legal activities; headed a staff of 25 attorneys in nine cities; and, participated in developing policy on all significant matters before the agency. David also represented FTA on the Department’s Credit Council, the interagency body responsible for administering the Department’s credit support programs under the Transportation Infrastructure Finance and Innovation Act (or “TIFIA”); served as interim head of FTA for three months; and, led the agency's work in public-private partnerships (including designing and executing FTA’s Public-Private Partnership Pilot Program (or “Penta-P”)). David joined the Department as FTA's Chief Counsel from the law firm of Hunton & Williams LLP where he was an associate in the Global Capital Markets and Mergers & Acquisitions Group in the firm's Richmond, Virginia office. There, David worked on a range of corporate transactional matters, including leveraged buyouts, venture capital investments, and private equity fund formations. Before enrolling in law school, David worked as a financial analyst in the New York and Hong Kong offices of the investment banking division of Smith Barney, Inc. David holds a J.D. from Washington and Lee University School of Law, an M.Phil. in Politics from Oxford University, and a B.A. from Kenyon College.
