| CHRISTINA S. CASGAR Christina S. Casgar, as Acting Director of the Office of Freight and Logistics, leads the development of freight policy for the Department of Transportation. Ms. Casgar has twenty years of experience in managing research projects, public information sessions, and business analysis that have focused on structural reorganization and policy changes in marine and intermodal freight transportation. In January of 2004, Ms. Casgar joined the Office of the Secretary of Transportation, in US Department of Transportation’s Office of Freight and Logistics (formerly the Office of Intermodalism). Ms. Casgar is experienced in federal, state and local policy development issues for transportation as well as having knowledge of academic, technical, and daily management issues confronting port authorities. She started her transportation career with the Port of Wilmington, Delaware, which included two years of overseas direct marketing experience with European shipping lines, shippers and other port users. After leaving the Port of Wilmington, Ms. Casgar moved to Washington and spent eight years with the National Academy of Sciences/ Transportation Research Board as Senior Program Officer for Marine and Intermodal Freight. There, she developed major new sponsors for the Transportation Research Board’s maritime activities and broadened the Board’s financial and technical constituency for marine and Intermodal transportation research. This position with required that Ms. Casgar interact with key industry professionals and conduct research on issues confronting US Public Port Authorities. From 1998 to 2002, Ms. Casgar worked for the Intermodal Association of North America (IANA), a trade association representing the major international carriers and terminal operator. She served as the Executive Director of IANA’s Foundation for Intermodal Research and Education, FIRE, a non-profit subsidiary dedicated to research and education efforts that assists public agencies understand the dynamics of intermodal freight. From 2002 to 2004, Ms Casgar was a Senior Principal with the firm of Global Insight, a recognized industry leader in forecasting waterborne commerce, and consultant to ports, container lines, railroads and trucking firms. |
