BERNESTINE
ALLEN Bernestine Allen was appointed on February 18, 2000, as the Director of the Office of International Transportation and Trade in the Office of the Secretary, U.S. Department of Transportation. In this capacity she acts as a key policy advisor to the Assistant Secretary for Aviation and International Affairs, the Secretary of Transportation, the U.S. Congress, and the White House. Ms. Allen provides Departmental leadership and coordination on international surface and intermodal transportation and trade policies, including trade facilitation, technical assistance and cooperation programs, trade promotion and advocacy, multimodal transportation issues, and international diplomatic and protocol activities; and coordinates departmental representation in global transportation and trade organizations. Prior to assuming her current position, Ms. Allen served as Deputy Director and Acting Director of the Office of International Transportation and Trade. During this time she developed, implemented and managed several new initiatives including the U.S.-Africa Roundtable on Transportation, Trade and Investment in Africa; Western Hemisphere Transportation Initiative; the Africa Transportation Initiative and Partnership including Safe Skies for Africa and the first ever U.S.-Africa Transportation Ministerial; and the Department’s International Policy Council, a ONEDOT initiative. Ms. Allen began her career with the Department of Transportation, Office of the Secretary, in 1970, and has held numerous career developing positions including Assistant Program Director for the congressionally-mandated Airport and Airways Cost Allocation Study; Economist, dealing with U.S. and ICAO policies on financing international aviation facilities and services; and International Trade Specialist focusing on identifying and assessing significant transportation impediments to U.S. exports and developing recommendations for eliminating such barriers. Ms. Allen holds a Bachelor’s Degree in Business Administration from Fort Valley State University, and a Master’s Degree in Economics from Northeastern University.
