TRADE POLICY/ NEGOTIATIONS
APEC:
X-20 manages
the Department’s participation in the Presidential-level Asia Pacific
Economic Cooperation (APEC) Summit, the APEC Transportation Ministers
Meeting, and the Transportation Working Group on which X-20 serves as head of
the U.S. delegation.

FTAA:
X-20 represents
the Department in the Free Trade Agreement of the Americas (FTAA)
negotiations on transport services and plays an active role in the
interagency process for developing USG proposals and negotiating positions.

International Policy Council (IPC):
X-20 provides staff support and
analysis to help define the mission priorities and work program for the IPC that
is responsible for coordinating and integrating the Department’s international
programs.

NAFTA: X-20 chaired the NAFTA and transportation negotiations and leads the Department’s effort to implement them.

Science and Technology (S&T) Cooperation With Japan/Korea/China
:
X-20 manages the Department’s efforts to strengthen science and technology programs with Japan, Korea and China.

WHTI:
The Western Hemispheric
Transportation Initiative (WHTI) is part of the Presidential-level Summit of
the Americas. X-20 represents DOT on the WHTI Executive Committee.

TRADE PROMOTION
Trade Promotion Coordinating Committee (TPCC): The TPCC was established to coordinate governmental efforts to increase U.S. exports. X-20 provides staff support to the working groups of the TPCC and actively participates in the drafting of the TPCC annual National Export Strategy report to Congress.

Trade Advocacy:
X-20 spearheads the Department’s
efforts to level the playing field for the broad spectrum of U.S. businesses seeking to export their transport related goods and services in a very competitive international market.

POLICY ANALYSIS AND TRADE FACILITATION
U.S./Mexico Cross-Border Issues:
X-20 both leads and participates
in issues including taxation, licensing, bridge placement, border planning,
and commercial disputes.

Saint Lawrence Seaway:
Significantly different toll
policies for shipping using this shared waterway are an on-going source of
concern. X-20, in cooperation with the SLSDC, monitors shipping on the
Seaway and the effect of Canadian toll policies on U.S. Great Lakes
interests, reform options and proposals.

TECHNICAL ASSISTANCE
Africa Initiative: A major goal of the Department’s Africa initiative has been to assist Africa’s emergence into the global marketplace. X-20 manages the Department’s programs including the Safe Skies for Africa Program and the Africa Transportation Initiative both aimed at fostering the growth of trade and investment in Africa.

SECRETARIAT FUNCTIONS
Foreign Dignitary Visitors:
The Department hosts dignitaries
from around the world.
Office of International Transportation and Trade provides substantive and logistical support for Secretarial meetings with heads of state, ministers, ambassadors and others.

International Meetings and Conferences:
It is periodically necessary for
the Secretary, Deputy Secretary, and Under Secretary for Policy to travel
abroad.
Office of International Transportation and Trade provides substantive
program development support, foreign travel logistics, while adhering to
protocol-related guidelines and cultural sensitivities for these
international trips/missions.

Information
Dissemination:
Significant daily information is generated on international transport matters in the form of correspondence, print media and others. Office of International Transportation and Trade serves to disseminate this information to appropriate DOT offices. Respond to White House and Congressional inquiries, requests for information from interagency and external sources; and research, evaluate, and provide analyses and recommendations to senior officials for consideration and decision-making.
