TRADE PROMOTION COORDINATING COMMITTEE

Trade Promotion Coordinating Committee (TPCC): The TPCC was established to coordinate governmental efforts to increase U.S. exports. X-20 provides staff support to the working groups of the TPCC and actively participates in the drafting of the annual National Export Strategy, the TPCC’s report to Congress.

Activity: The Department participates as an active member of the interagency Trade Promotion Coordinating Committee.

Background: The Trade Promotion Coordinating Committee (TPCC) was established by Presidential Memorandum in May 1990, with membership to include senior-level representatives of eighteen Federal agencies, and with a mission to coordinate governmental efforts to increase U.S. exports. By the Export Enhancement Act of 1992, the Congress accorded the TPCC statutory authority, and directed it to establish a strategic plan to coordinate the Federal government’s export promotion and export financing activities, assess appropriate levels and allocations of resources among agencies, and provide the President with recommendations based on its assessments. The statute also required the Chairman of the TPCC (Department of Commerce) to submit an annual report to Congress on the status of the implementation of its strategic plan.

The DOT has participated as an active member of the TPCC over the life of this interagency committee as it has sought to stimulate the export of transportation-related goods and services around the world. The Office of International Transportation and Trade has provided staff support on the working groups of the TPCC and has participated actively in the drafting of the annual National Export Strategy, the TPCC’s report to Congress.

The Office of International Transportation and Trade would plan to continue to utilize its contacts made through the TPCC to supplement its supporting efforts on behalf of U.S. businesses seeking to market their goods and services internationally. Further, the Office has served, and will, as appropriate, serve as liaison between DOT’s modal administrations and the other member agencies of the TPCC. Finally, for the TPCC to accomplish its mission, it requires the dedication of each member agency to share information and provide the technical guidance necessary to support the export promotion programs of the Federal government. The DOT has been committed to supporting that effort.
