International
Policy Council (IPC): X-20 manages the IPC and provides staff
support and analysis to help define the mission priorities and work
program for this senior level inter-modal working group responsible
for coordinating the Department’s international programs.
Activity: Led by the Assistant Secretary for Aviation
and International Affairs, the Office of International Policy and Programs
provides staff support and analysis to help define the mission priorities
and work program of the IPC.
Background:
The International Policy Council was established in 1997 as an intermodal
working group within the Department, chaired by the Assistant Secretary
for Aviation and International Affairs, responsible for coordinating
international programs to achieve an efficient and safe global transportation
system.
The
goals of the IPC are:
The
IPC led the development and publication, in December 1999, of the Department’s
Implementation Plan for International Activities, detailing a plan for
implementing the framework and goals of the Department’s Strategic
Plan for 1997-2002 in an international context. Also notable was the
IPC’s effort to streamline the Department’s international
travel policy and approval procedures. On a more regular basis, the
IPC served as a valuable forum for follow-up on the Secretary’s
international initiatives and discussions relating to the revision of
DOT’s international statutory authority, as well as updates and
recommendations on new international initiatives from the Modal Administrations.
The IPC established a staff-level Working Group under the leadership
of the Director of the Office of International Transportation and Trade
that convenes as needed to coordinate the Department’s international
agenda.
